About NIULPE

The National Institute for the Uniform Licensing of Power Engineers, Inc. (NIULPE) is the only Internationally Recognized Third Party Certifier of Power Engineering Qualifications in the United States. Its goal is to improve safety and operating standards in the workplace of all operating organizations through certification of operator knowledge by the use of a rigorously created, validated and maintained series of examinations over a number of classifications.

NIULPE is an incorporated, not for profit, third-party organization that acts on an international level to establish and maintain standards for boiler firemen and water-tenders, engineers, operators, examiners, instructors, and the licensing agencies currently existing. In addition, NIULPE will accredit courses and the facilities that they are taught in Power Engineering Technology which meet minimum requirements and will commission those instructors of power technology and those instructors teaching courses in support of power technology who meet the requirements established by this Institute.

Registration may be purely voluntary or legislated on the part of Federal, State and Municipal licensing agencies, etc. It is, however, the only formal structure through which a person in power engineering may establish formally, a level of international competence with international recognition.

NIULPE performs the following major functions in support of the Power Engineering profession:

  1. Establish and maintain uniform standards as to qualifications for power engineers and related industries.
  2. Promote safety in the operation of power generating equipment.
  3. Assist licensing agencies to determine the competence of power engineers through investigations and examinations which assess the qualifications of candidates for licenses to be issued under the rules of NIULPE.
  4. Grant and issue commissions to the licensing agencies who apply and qualify.
  5. Maintain a registry of all licensing agencies meeting the requirements of NIULPE.
  6. Serve as a clearing house to facilitate reciprocity between all licensing agencies.
  7. Maintain a registry of all examiners who meet the requirements of NIULPE and are commissioned by NIULPE.
  8. Develop and keep current uniform terms and definitions, updating terminology and eliminating obsolete terms.
  9. Encourage the enforcement and compliance to all codes, laws, and acts assuring the protection of health, life and property.
  10. Publish standard Reference Syllabi for study requirements and recommend learning resources which meet the knowledge requirements of these syllabi.
  11. Publish a guideline for power equipment rating, automation, etc.
  12. Act as advisor to educational entities engaged in teaching power engineering and related technologies.

Our History

NIULPE was conceived in 1972 as an organization which promotes and formalizes measures designed to advance safety in all matters related to the management of energy. It was incorporated in 1972 as a not-for profit organization, third-party certification organization that acts on an international level to establish standards for the education, safety and assessment of the power engineering and related industry.

NIULPE provides services and support to the United States and its protectorates, states, cities and municipalities. NIULPE also provides services to support corporations and educators.
